Explained Editor’s note: Missile silos in China’s desert, caste & politics in poll numbers, and more

Dear Express Explained Reader,

Delhi University has announced the implementation of the new National Education Policy (NEP) promulgated by the government last year, which incorporates several fundamental reforms in higher education. Ritika Chopra, who had written a comprehensive explainer on the policy at the time it was announced, this week recapped how the NEP, if implemented in letter and spirit, could change the classroom experience.

The decades-old political debate around the enumeration of caste groups in India has flared up again ahead of Census 2021, with almost all parties with the exception of the BJP having called for a count to determine the exact numbers of the socially and educationally backward classes. Sanjay Kumar, co-director of the Lokniti programme at the Centre for the Study of Developing Societies (CSDS), placed the politics around this issue in the context of election voting numbers over the past quarter century, and analysed some interesting conclusions on why parties have taken their respective positions on the caste-based census.

Over the past month and a half, western media have reported that China could be building at least three fields full of missile silos in its northern desert areas. The reports have been based on analyses of satellite pictures of those areas, and statements by American officials have confirmed that the United States military has been observing these developments closely and with some concern. Why is China building new missile silos? How should India and the world see this activity? Suyash Desai, a China researcher at the Takshashila Institution in Bengaluru, explained for The Indian Express.

Also this week, Sunny Verma unpacked the elements of the government’s four-year National Asset Monetisation Pipeline; Aanchal Magazine explained the glitches in the revamped e-filing portal of the Income Tax Department that led to Finance Minister Nirmala Sitharaman summoning the chief executive of Infosys, which has developed the software; and Sadaf Modak wrote about the draft charges submitted by the National Investigation Agency against 21 accused in the Elgar Parishad case.

Sincerely,

Monojit
