Dear Express Explained reader, India can justifiably celebrate going past its 100-crore vaccinations landmark. A billion doses administered in a little over nine months is a staggering achievement, irrespective of the fact that we could have planned the inoculation timelines better or perhaps done this sooner. Science editor Amitabh Sinha, who has been tracking every aspect of this once-in-a-century global public health emergency from the beginning, put the landmark success in perspective, and laid out the roadmap for what still remains to be done. A couple of days previously, as the country closed in on the billionth jab, Amitabh had written an account of this remarkable journey, and how individual Indian states and cities had fared in delivering on their responsibilities. Nirupama Subramanian wrote a big-picture article on the ongoing situation in Jammu and Kashmir, where an operation to track down a group of militants who have killed nine Indian Army personnel is about to enter its third week, even as the security forces continue to look for the individual terrorists or group responsible for the spate of civilian killings that have targeted both local Kashmiris and migrant workers in the Valley this month. The situation that has drawn both the Army Chief and the Home Minister to the Union Territory on stocktaking visits raises significant concerns — and the encounter in the jungles of Poonch-Rajouri recalls another major operation against Pakistani terrorists at a place called Hilkaka in the same area back in 2003. Uttar Pradesh MLA Nitin Agrawal was this week elected Deputy Speaker of the state Assembly that has only a few months left in its term. Several procedural and political questions have risen around the election, which has also refocused attention on the post of Deputy Speaker of Lok Sabha, which continues to remain vacant well over two years after the House was constituted. Liz Mathew summarised the constitutional position on the post and the current situation in UP and the Centre, and explained several of the issues that have been flagged. Stay safe and stay aware.
