Dear Express Explained reader, There are several important explainers that I would like to flag to you this week, which contain the context of major recent news stories. After the Supreme Court expressed concern over states denying general consent to the CBI to carry out investigations, Deeptiman Tiwary described how this situation came to be. There is, of course, the old lack of trust between the Centre and opposition-ruled states, and the feeling in the state capitals that agencies such as the CBI and Enforcement Directorate are used to harass and intimidate them. Which states are currently denying the CBI general consent? What provisions of law determine the agency’s powers to probe, and to what extent can states thwart them? What have courts said earlier on this tussle? Also before the Supreme Court is the question of the environmental degradation of the Himalayas as a result of the Char Dham highway development project in Uttarakhand. The Defence Ministry has asked for wider roads to meet the requirements of the Army, and the court has said that the issue cannot be reduced to a “defence versus environment argument”. Jay Mazoomdaar wrote about the controversy and concerns around the project, and the arguments presented before the court. National Security Advisor Ajit Doval this week hosted his counterparts from seven countries for a regional security dialogue on Afghanistan. A day later, Pakistan hosted its own Afghanistan summit, which was attended by China and Russia. Shubhajit Roy wrote about the meeting in New Delhi and its importance for India, and placed it in the context of the geopolitics of the region. Retail inflation in the United States rose to 6.2 per cent in October, the biggest year-on-year spike in 30 years. Udit Misra explained why prices are rising as economies around the world come out of the pandemic crisis, and how and why we in India are impacted.
